Volodymyr Zelenskyy announced that a trilateral meeting between Kyiv, Washington, and Moscow will convene in November to restart stalled peace negotiations. The Ukrainian president stated in a Sunday interview that Ukraine is ready to engage in talks. He specified that territorial disputes require leadership-level discussion, while technical groups will handle other matters. Zelenskyy reiterated his desire for a direct meeting with Vladimir Putin, asserting that the Russian leader is the sole authority capable of making final decisions to end the conflict.

Ukraine will not negotiate limits on its armed forces or accept enforced postwar neutrality during the November sessions. Kyiv has consistently pursued NATO membership despite hesitation from some alliance members. The president clarified these red lines as he pushed for the upcoming diplomatic framework.

Zelenskyy reported that US warnings regarding imminent Russian ballistic missile strikes have been fully restored. He told TSN television that SpaceX’s Starshield satellite internet has operated at speeds up to 420km/h since early Saturday. This recovery followed a meeting with US special envoy Steve Witkoff in Oslo. Starshield service had been throttled earlier in October under diplomatic pressure from Washington.

The United States has pressured Ukraine to pause strikes on Russian oil refineries, arguing that these attacks drive energy prices higher. Zelenskyy maintained that Kyiv will halt refinery strikes only if Moscow stops targeting Ukrainian power infrastructure. Alternatively, the US must allow Ukraine to use Starshield over Russia to detect missile launches or supply Patriot missile systems.

Zelenskyy posted online that Russia launched nearly 2,300 drones at Ukrainian cities in the past week. He cited approximately 1,600 guided bombs and 48 missiles of various types in the same timeframe. The Ukrainian president renewed his call for Western allies to accelerate deliveries of interceptors.

Russia’s defence ministry claimed its drones struck a cargo vessel bound for the Black Sea port of Chornomorsk overnight. A second vessel en route to Odesa was also hit during the day. The ministry stated the ships were supplying the Ukrainian army. Russian forces additionally targeted a logistics centre, a distribution centre, and a logistics terminal in Kharkiv. Reuters reported it could not confirm these claims.

A Ukrainian drone attack on the Russian border city of Belgorod killed three people and injured 13, according to local authorities. A separate strike later in the day killed another person. Regional governor Alexander Shuvayev said the overnight attack damaged 30 apartment buildings. In Bulgaria, the presidential election ended inconclusively, setting up a runoff between pro-Western reformist Andrey Gyurov and incumbent Iliana Yotova.
