Russia and Ukraine will halt military operations in Oleshky on October 27 to facilitate aid delivery and civilian evacuation.

The White House confirmed the agreement on Friday, noting that the ceasefire was brokered by First Lady Melania Trump. Her representative worked directly with officials from both sides to finalize the terms. Residents who choose to leave will receive coordinated transportation to either Ukraine or Russia, according to the announcement. This structured approach aims to resolve the immediate logistical challenges of moving a trapped population.

Approximately 2,000 people remain in Oleshky, a city in southern Ukraine under Russian occupation since February 2022. Conditions in the town have deteriorated sharply, with severe shortages of food, water, and electricity. Survivors have reported consuming weeds, boiled grass, and meager rations to stay alive. The humanitarian pause is designed to address these acute shortages before any further military action resumes.

Ukrainian Ombudsman Dmytro Lubinets stated that the mission involves demining roads, delivering food, and evacuating civilians. He emphasized that the goal is to provide sufficient aid to meet the needs of everyone in the city. Lubinets also indicated that officials want this effort to extend beyond a single event and beyond the boundaries of Oleshky alone. This follows weeks of Ukrainian efforts to airdrop emergency supplies into the area.

The agreement comes after a prolonged period of diplomatic attempts to arrange a humanitarian pause. Ukrainian officials previously claimed that Russia rejected earlier calls for a truce. Pope Leo XIV, the United Nations, and EU officials had also urged a ceasefire. As recently as October 18, Lubinets believed an agreement was near, though he did not mention the role of the first lady in the final negotiations at that time.

This development occurs amid rising tensions between Kyiv and Washington over the Starlink satellite network. Ukrainian forces report that internet speeds remain capped at about 100 miles per hour, despite President Donald Trump's claim that Elon Musk had lifted restrictions. This limitation hampers the operation of high-speed military drones and equipment. The issue, combined with a temporary suspension of US intelligence sharing, has strained relations between the two countries.

Russian Deputy Prime Minister Alexander Novak said three tankers are heading to the United States, with Russian companies set to supply 500,000 metric tonnes of diesel in October. This move aligns with Washington's efforts to lower energy prices before the midterm elections. Meanwhile, Kremlin spokesperson Dmitry Peskov announced that trilateral talks between Russia, Ukraine, and the US are expected to resume in Abu Dhabi in November. Previous rounds of these talks ended without a breakthrough, and the two sides remain far apart on key issues such as territorial control and military size.
